About Us

The University Terrace Crimewatch (UTCW) was formally established inĀ fall 1998. This process began in 2007 with a rejuvenation of an area crimewatch which had been dormant for years including crimewatch newsletters and a Volunteers in Patrol group. With a new name, a neighborhood group then launched an initiative to install sign toppers identifying our neighborhood as University Terrace. Since inception UTCW has grown from 6 initial members to 23 Block Captains and Co-Captains. The Volunteer in Patrol (VIP) group has 8 active trained patrollers . This equates to approximately one team member for every 10 homes in the neighborhood. Education is and has played a vital role with continued success of crime prevention for University Terrace.

We assist in the reduction of crime incidents within our reporting area #1109. Our team consists of:


Manages all aspects of the UTCW group and serves as a primary liaison to the Dallas Police Department (NE Division) and other Dallas Crimewatch groups. Develops and maintains UTCW resources such as hotline, e-alerts, neighborhood crimewatch meetings, etc.

Block Captains

Develops relationships with neighbors and keeps current on crime activities on their street. Attends quarterly UTCW meetings and distributes newsletters for their block.

VIP (Volunteers In Patrol):

These residents patrol the neighborhood in their vehicles (Identified with magnetic sign - Citzens on Patrol) and reports incidents to police liaison Dallas Police NE Division - Phil Gordon days and Vana Hammond-Powell evenings.

University Terrace Neighborhood Association seeks to improve the overall appearance of our community by encouraging neighborhood beautification.

University Terrace is surrounded by a collection of old-fashioned neighborhoods, generally developed from the early 20th century to the 1950s and is located within the Dallas Police Northeast Division. Our role is a partnership with the NE Division - Neighborhood Policing Department.
